Director of Adult Care Facility Arrested

Raleigh, NC – The North Carolina State Bureau of Investigation (SBI) was requested by the Shallotte Police Department (SPD) to assist with an investigation into the Johnson Adult Care facility located at 520 Mulberry Street in Shallotte.  SPD began its investigation on January 3, 2020, after approximately 3700 dosage units of controlled medications at the facility were reported stolen.  The Department of Health and Human Services and the Department of Social Services conducted inspections concurrently to the criminal investigation. 

Three employees of the Johnson Adult Care facility have been charged with obstruction of justice:  Sandy Dossie, Tabitha Burgess and Brittanie Corder.  As of this time, Burgess and Corder have not yet been arrested, but efforts are being made to arrest them on the obstruction charges.  Dossie was arrested earlier today and processed at the Brunswick County Detention Center.

The director of the facility, Tammie Bullard and her husband, Earl Bullard, also an employee of the facility, were arrested on Friday, February 21, 2020.  Tammie Bullard was charged with felony possession of a firearm by a convicted felon, felony possession of a stolen firearm, misdemeanor possession of marijuana and misdemeanor possession of marijuana paraphernalia.  Earl Bullard was arrested for a domestic violence protective order (DVPO) violation, felony possession of a stolen firearm, misdemeanor possession of marijuana and misdemeanor possession of marijuana paraphernalia.  Both were booked at the Brunswick County Detention Center.  Earl Bullard was given a $10,000 bond and a 48-hour hold for the DVPO violation.  Tammie Bullard was given a $40,000 bond plus probation violation.  Bullard also has outstanding warrants for obtaining a controlled substance by fraud (two counts) and trafficking in opioids by possession (two counts). 

Because this is an ongoing investigation, no additional information is available at this time.  Mug shots can be obtained from the Brunswick County Sheriff’s Office.
