SBI SPJ Tool Information and Training
Thank you for your interest in the NCSBI’s two Structured Professional Judgment (SPJ) tools developed for use in law enforcement behavioral threat assessment cases. When you attend the training, the manual and the scoring sheets will be made available to you at no cost. 

Due to the high demand for the training, we are limiting the available seats to those individuals:
  1. who have already completed a basic threat assessment training course that covers the basic principles of behavioral threat assessment and management (BTAM) to include: Targeted vs. Affective Violence; Pathway to Violence (PIV) theoretical framework, the BTAM process (Identify, Investigate, Assess, Mitigate); Warning Behaviors, Risk Factors; Protective Factors; and

  2. who work for a law enforcement agency or represent a Behavior Threat Assessment Team (BTAT) that has a law enforcement agency as full-time member. If the individual signing up for training does not work for a law enforcement agency, they must attest that a law enforcement officer, who is a full-time member of the BTAT will also be present at the training.
Individuals wishing to participate in the training must agree to sign an NDA prior to training. Part of the NDA will state that you, as a participant, will not disseminate our manual or scoring sheets to other individuals, without the prior consent of the NCSBI, and that you, as a participant, will not provide training to any other individual or entities. NCSBI has determined that these steps are necessary because we have learned through experience that the use of these SPJ tools without proper training can lead to unreliable scoring and results.

The North Carolina State Bureau of Investigation makes no warranty or representation regarding the effectiveness of the SPJ tools it has developed and disclaims any responsibility for actions taken or not taken as a result of the use these tools.  Be advised that it is the NCSBI’s belief that these tools can be useful for law enforcement agencies seeking to engage in behavioral threat analysis, when used properly in accordance with the training provided.  These SPJ tools are not intended to be utilized as the sole means by which assessments are made, but instead, are intended to be used as one part of a comprehensive assessment by trained professionals.
