Methamphetamine Lab Prevention Act 2005
According to a portion of the Methamphetamine Lab Prevention Act 2005 legislation, distributors of pseudophedrine must report their sales. The North Carolina State Bureau of Investigation (SBI) has had a website created (https://mlpact.ncsbi.gov) which will allow Wholesalers/Distributors to submit a record of the pseudophedrine sold or distributed to pharmacies within the State of North Carolina in compliance with the MLP Act of 2005. The purpose of this document is to give Wholesaler/Distributors requirements, instructions and guidelines on the use of the new website.
Requirements and Instructions for Submission
- Wholesaler/Distributors should contact the SBI and request a user account for use on the new website.
- Wholesaler/Distributors are required to submit reports on a monthly basis.
- If you do not follow the proper convention for starting and ending dates for reports, the entire report will be rejected. You will be required to correct the dates in the report and submit the report again. The proper format for starting and ending date would be as follows: 01/01/2006 – 01/31/2006.
- Only one submission should be made each month.
- Wholesalers/Distributors are required to use the “Meth Lab Prvtn Act template” which was distributed during Phase I of this project to submit monthly sales reports to the SBI. The template is also available for download here. (Link to template) This template has been created will all the information fields which are required in a report to be submitted to the SBI. All of the columns in this template are mandatory. Reports created using anything other than the provided template will be rejected.
- The files submitted cannot be larger than 20 megabytes.
- The files submitted cannot have a .zip extension.
- Wholesalers/Distributors should not include information regarding sales or distribution to pharmacies outside of the State of North Carolina. If reports are submitted which include information regarding sales to pharmacies outside of NC, or sales outside of the US, the entire report will be rejected.
- Reports must follow the naming convention as follows: Company DEA number, space, followed by the reporting period being submitted, e.g., “N123456789 012006.” Attempts to submit reports using other naming conventions will be rejected entirely. You will be required to resubmit your reports using the correct naming convention.
- If the DEA number in the report does not match your DEA number user name in the system, your entire report will be rejected.
- Recipient Types other than Wholesaler and Retailer will not be accepted.
- Total Tablet Quantity and Total Pseudophedrine Quantity fields are numeric – do NOT include text in these fields
- Do not submit information about liquid or injectable medications.
- You are allowed 10 incorrect login attempts before your account is locked out of the system. You should receive a message telling you that your account is locked. If you are unable to login to the website, please contact the application administrator for the SBI. The SBI administrator will unlock your account.
Report Verification
There are two levels of review when reports are filed. The database will look at the filed report to determine if all the fields in the spreadsheet contain data. If there are any blank cells or columns in the spreadsheet, submissions will be rejected and Wholesalers/Distributors will be instructed to correct noted problems and resubmit their reports and the submission will be rejected. After submission acceptance, reports will be verified by SBI employees. Reports which contain incorrect data will be flagged and the Wholesaler/Distributors will be asked to resubmit their reports with corrected data. For example, a spreadsheet accepted by the database but which is later reviewed by personnel and found to contain an incorrect DEA number or a record in the spreadsheet which was filled in with any information other than what was requested, such as N/A, the report will be flagged for resubmission and the Wholesaler/Distributor will be contacted to resubmit the report.
Follow the instructions provided below to submit your report to the North Carolina State Bureau of Investigation.
Using the Wholesaler/Distributor Website:
Please follow these instructions to submit your data to the SBI.
- Open internet browser and navigate to https://mlpact.ncsbi.gov
- Enter username and password
- Select the File Submission link.
- Click on browse and select report to be submitted.
- Click submit.
If your submission is missing information or has incorrect information, is missing columns or does not comply with the fields contained in the report template, you will receive a message screen to resubmit your report, correcting specific fields.
No Sales Submissions:
Prior to this application, Distributors who have no sales to report would email the completed template report containing zero balances. Procedures for making these types of submissions have changed with the new application.
Distributors who do not have any sales during a reporting period, should login to the website and use the “Submit No Sales Report” option on the submission page. Place a check mark in the no sales submission box and the current reporting period will populate the report period box. Click the “No Sales” button to submit this report. You will receive a dialog box requiring you to confirm your submission.
